Medical camp

ITANAGAR, Aug 30: Anjaw District Health Society organised a three days medical camp at Chaglagam from August from 22 to 24 after an information being received from district administration and villagers onincreasing typhoid cases.

Around 400 patients attended the camp. Out of the 164 blood samples collected 62 were found to be reactive. Of them51% were above 1:160 ratio in one or two antigen. Two Laboratory Technicians worked day and night to give the reports on time for immediate treatment.

Dr. S. Chai Pul, DRCHO said that the blood samples  investigation  are still going on and there is no shortage of laboratory reagent which is being procured from RKS corpus fund of PHC Chaglagam. Sufficient quantity of medicine are also available. The district administration and district medical officer are closely monitoring the programme, she added.

The medial team accompanied by the Chaglagam ASM also inspect the source of drinking water which they found to be lying in a pathetic condition.

ITANAGAR, Aug 30: The Alumni Association of Donyi Polo Govt College, Kamki and Hirik Hiru Peoples Forum have appealed to the chief minister to drop the proposed move of the authorities to transfer the principal of Donyi Polo Govt College, College, Kamki in West Siang district in larger interest and to pave way for formation of a strong local body for the cause of the premier educational institute in the district.

Claiming that Govt moved a proposal for immediate transfer of the principal of  the College on persistent initiation of some persons with vested interest, the organizations in a memorandum to Chief Minister said  authorities  should enquire into the complaint if any and elicit the opinion of local people  before taking such move.

 

Advocary prog on RCH

ITANAGAR Aug 30: Nana Welfare Society has organized an advocacy programme on reproductive child health and pregnancy, health and hygiene at Nyopang Medical Sub-Centre under Silsango Circle on August 21. Society chairman Tao Takia delivered lecture on the theme of the programme wherein Nurses, health Assistant and ASHA facilitators, Anganwadi workers assured full support for the well-being of the children. Large number of women from Sarchgai to Nakar village participated in the programme.

 

School building inaugurated

ITANAGAR, Aug 30: MLA Techi Kaso has inaugurated the newly constructed RCC building of the Govt ME School, P-Sector here in presence of DDSE, SMC, CRCC, ADEO, school staff and general public recently.

While responding to the memorandum submitted by school management committee, the MLA in principle agreed to take step for upgradation of the school to secondary level soon. He also assured to  request education minister for more funds for construction of double storey building for the school in order to accommodate the growing number of school students.

 

PR leader demands completion of PMGSY road soon

ITANAGAR, Aug 30: Expressing resentment over the non-completion of Mona village PMGSY road  in Upper Subansiri district, ASM Tali Dong of Chikom Anchal segment appealed to the authorities to complete the half-constructed road at the earliest and also take action against the   contractor for his failure to accomplish the work  within the stipulated time.

As per the term and condition, the contractor was supposed to complete the work within one year. But only 40 per cent of the PMGSY road works has been completed during last five years and the contractor was also paid 50 per cent the bill, the ASM claimed.  The panchayat leader urged the authorities to explain the reason behind non-completion of 60 per cent of the road work till date.

 

Govt stand lauded

ITANAGAR, Aug 30: Arunachal Pradesh Graduate Junior Engineers Association has appreciated the State Govt for derecognizing the degree/diploma certificates being issued by the Assam Institute of Technology, which is reportedly yet to be affiliated with the All India Council for Technical Education, New Delhi. The Association also lauded the Arunachal Pradesh Scheduled  Tribe Students’ Union for taking up the issue with concerned authority.

ITANAGAR, Aug 30: Arunachal Vigilance Forum (AVF) has lauded the state Govt for effecting transfer and posting to Govt officers recently. State Govt responded to the memorandum  which was submitted earlier requested the Govt to transfer the officers who are  staying in  same posting places for more than three years, the forum said and expressed happiness over the Govt. action.

 

Forum appeals for recruitment of TIO

ITANAGAR, Aug 30: In a meeting held today Nibia Koji, Dug Saha and Chukhu Taki have been selected as president, vice-president and general secretary of Arunachal Pradesh Tourism Forum. During the meeting member urged tourism department to make recruitment for Tourist Information Officer (TIO) from only tourism degree and diploma holders. They strongly opposed the move of present state government to make recruitment of 50:50 for tourism and non-tourism graduate for posts of TIO.

Forum also sought for earliest recruitment for vacant posts of TIO under tourism department following the high court orders.

 

Pre-Solung celebrated

ITANAGAR, Aug 30: The Adi Students’ Union, Rajiv Gandhi University (RGU) celebrated pre-Solung festival at the RGU premise yesterday amidst huge gathering.          

Attending the celebration, RGU Vice-Chancellor Prof. Tamo Mibang extended his Solung greetings to one and all and briefed the gathering about the Solung festival mythology. He appealed to the gathering to preserve and maintain ones own age old traditions and cultures. He also said that “Such celebrations should carry the message of communal harmony and infuse the spirit of oneness among all for overall development of the state”.

AdiSU, RGU president Kamin Modi while expressing his gratefulness to one and all for being a part of the celebration, said that “The upcoming generations should have a broader perspective in the celebration of such community festivals”.

The celebration was also attended by HoDs, various administrative staffs, faculty members and students of RGU at large. The programme also witnessed various cultural programmes.

AKYWA supports demand of RHEP affected people

ITANAGAR: All Kimin Youth Welfare Association (AKYWA) has decided to go hand in hand with the Lichi Cher Ranganadi Project Affected Area Management Committee and also strongly supported the demand raised by the Committee.

Pointing out the 15 days ultimatum given to RHEP NEEPCO to fulfill the demand for release of 50 original water of Ranganadi to downstream people, the Association resented that authorities failed to respond positively till date.  The association appealed to the RHEP authorities to pay heed to the demand of the committee or else, it said, AKYWA and Area Management Committee will compel to launch 48 hrs road blockade after expiry of the date of ultimatum.

ITANAGAR: The All Bassarnallo Youth Association (ABYA has appealed to the Papum Pare DDSE to post Mathematics and Science teachers to Bassarnallo Middle School immediately. The  students of the school have been deprived of their basic education without  Science and Mathematics teachers for last two years, the Association said.

State plan outlay fixed at Rs. 3200 cr.

ITANANAGAR, Aug 30: The State Planning Board has approved Rs. 3200 crore State Plan outlay for 2011-2012, a step up of 28% over last year’s approved outlay of Rs.2500 crore. This includes, Rs.507.95 crore of State Own Resource (SOR), Rs. 2421.05 crore of Central Assistance including Normal Central assistance (NCA) of Rs. 1028.58 crore, Negotiated Loan of Rs. 214.53 crore and Activity Specific ACA of Rs.322.47 crore.

Addressing the Board meeting at Banquet Hall here today, State Chief Minister Jarbom Gamlin, who is also the chairman of the Planning Board, called for prudent use of central assistance to ensure proper utilization of those funds and timely completion of schemes.

Arunachal Pradesh being a very poor state fully dependent on the Government of India for all kind of assistance. We do not have our own resource and whatever resource available is very scarce to take up any viable project, the CM said.  To ensure further release of fund from the Centre, there should not be any delay in submission of utilization certificates of central fund, he said.

There is also need for inter-sectoral coordination amongst the related departments for convergence of fund, avoid overlapping of schemes thereby minimizing expenditures, he added.

Expressing great concern over the unemployment problem of the state he said that 98 per cent of employment is in government sector. We need to venture into the unorganized sector and public sectors like hydro-power, tourism, Industry etc. for employing our educated youths as we need to look into their interests also, he added.

The Chief Minister while reminding some pending liabilities of last year, suggested the Board and the Planning Department for reviewing those liabilities.

Planning, Finance and Tax and Excise Minister Kalikho Pul said, Arunachal Pradesh now, is wholly dependent on Planning Commission. In order to be self reliant we need to generate revenue for the state. He said that more emphasis is being given to revenue generation department like geology and mining, transport, tax and excise, tourism, forest and environment etc. and their allocations have been enhanced.

To augment revenue generation, the Tax and Excise department will setup integrated border facilitation centers at various entry points/check gates involving revenue generating departments like Geology and Mining, Environment and Forest etc, he added.

He said that the future economy of the state lies in development of Hydro-power, Horticulture and Tourism. Development of Horticulture will transform our rural economy, therefore it should be our endeavour to develop these sectors to its fullest potentials, he added.    

The meeting was attended by ministers, Speaker, Dy. Speaker, Parliamentary Secretaries, Planning Board members, commissioners, sectaries, directors and other senior officers.

 

PHE & WS department under scanner

ITANAGAR, Aug 30: The illegal appointment issue is back to forefront once again. This time, the PHE & WS department is under scanner for appointing around 60 personnel in C and D categories without following recruitment procedure just before 2009 assembly election. The appointment was made for the posts of UDC, LDC, driver, peon, chainman, chowkidar, khalasi, F/ printer, B/printer and tracer.

This information was gathered through RTI by members of All Papum Pare District Students Union (APPDSU). The most interesting aspect is that the appointments were made in the month of August 2009, just 2 months prior to the state assembly election. There was no advertisement in local dailies for these posts which is mandatory as per rule. When enquired about whether these posts were advertised in local dailies, Executive Engineer(HQ), O/o SE(Coord), PHE & WS department, govt of Arunachal Pradesh, Naharlagun remarked in RTI paper, “Appointment of above incumbent have been made on adhoc basis under extreme administrative Exigency.” It is hard to understand how such emergency broke out just before election.

Meanwhile APPDSU informed that whenever their member went to the office of SE Coordination PHE & WS, Naharlagun during morning office hour to lodge complaint against illegal appointment, they found his chamber empty. On being inquired office staff told them that SE Coordination PHE & WS comes office after 3 pm in the afternoon. APPDSU has sought departmental disciplinary action against such officers who do not maintain standard official time. Further APPDSU has called on state government to immediately cancel all the illegally appointed persons and make fresh advertisement for the said posts within the short period of time. Union warned that they will be compel to opt for other democratic means if their demands are not fulfilled. This latest revelation will add woes to state government which is battling hard in order to save its image because of corruption issues like PDS scam, reckless signing of hydropower projects, mining scam etc.

Very recently youths of state under the banner of Youth Network Movement Arunachal (YNMA) had taken out massive rally against corruption issues in capital Itanagar. It will be interesting to see how Jarbom Gamlin led government will tackle this new revelation of illegal appointments.

 

Tawang people talk tough on BRO, threatens stir

TAWANG, Aug 30: Having all talks, meetings and discussions failed with the Border Road Organization (BRO) over the years, the villagers, public and panchayat leaders, NGOs, Student Unions and Taxi Union members in a meeting here today resolved that Border Roads Organization (BRO) would be stopped from executing any further fresh projects until and unless the ongoing road project from Senge to Tawang is made all weather motorable road within three months.

It’s been approximately a decade since the BRO work commenced but the road condition here sends a clear message that all the talks for improving the road conditions have fallen into deaf ears. Over a period of time even wounds heal but the road condition here has gone from bad to worse, they said.

‘Even after the former Chief Minister Late Dorjee Khandu’s meeting with the Director General Border Road (DGBR) early last year, wherein the former apprised the latter of the grievance and difficulties encountered by the people of Arunachal Pradesh and the tourist in particular due to bad road condition, there has been no signs of improvement, they said.

Hotel and shop owners said that their business has been hampered as this year there is 80% less inflow of tourist owing to the excruciating journey they have to travel. Earlier tourist flow was sustained by the chopper service which is now temporarily suspended.

Taxi fares from Bhalukpong to Tawang have increased three folds in recent times due to which there has been huge increase in prices of all essential commodities. In brief the people in this remotest part of India where source of income is marginal, livelihood has been affected drastically due to inflation in every walk of life caused directly by the deteriorating road condition, the meeting observed. “From vegetables to building materials, literally everything here is more expensive than metros like Delhi and Mumbai”.

Deploring the issue Nawang Sempa said, “This time we have promised to take them to the edge until they restore our normal lifestyle and accessibility”. If adequate compensation is not paid to the people then acquisition of land means stealing the right to livelihood, he added.

“If the BRO fails to comply within the specified time period, Tawang would call for phase wise demonstration starting with a Bandh followed by peace procession and then resort to ‘Delhi Challo Adolan,’ the meeting resolved.

A Local Quality Monitoring Board was also formed in the meeting. The meeting also resolved to demand for hiking land compensation, especially agricultural land.

 

Greetings on Id-Ul Fitr

ITANAGAR, Aug 30: Arunachal Pradesh Governor Gen JJ Singh and Chief Minister Jarbom Gamlin have conveyed their greetings to the Muslim community of the State and the Nation on the occasion of Id-Ul Fitr.

“On the auspicious occasion of Id-Ul Fitr, which marks the culmination of the Holy month of Ramzan, I convey my greetings and best wishes to all the people of Arunachal Pradesh. I hope that this sacred day will inspire all of us to follow the path of peace, harmony and tolerance,” the Governor said in his message.

“May the blessed occasion foster brotherhood and strengthen the bonds of our composite society,” the message added.

In a message, the chief minister said that the festival, which marks the culmination of the holy month of Ramzan brings to the fore the values of self-reliance, tolerance and patience.

“The teachings of Prophet Mohammed have enriched in our lives the inspirational ideals of love, peace, brotherhood, compassion and tolerance- thereby strengthening the pluralistic bonds of our composite cultures. These ideals, fundamental as they are to human survival and progress, become critical today in the backdrop of mistrust and intolerance that has taken over society, here and around the world.”

He appealed to people that in the celebration of Id-ul-Fitr this year, we must pledge to maintain unity among ourselves and work for the progress of state and of the country and herald in a new and vibrant era of greater peace, solidarity and prosperity in our collective lives.

“In the midst of the festivities and celebrations, we must all also take a moment to reflect on the understanding that comes with our belief in God and the responsibility of tolerance that human beings have towards one another.”

 

All ALGs will be functional by 2014: Air Vice Marshall

Tourism and local economy will get a boost: Governor

ITANAGAR, Aug 30: Eastern Air Command Senior Officer Administration Air Vice Marshal K S Gill called on Arunachal Pradesh Governor Gen J J Singh at Raj Bhavan here today.

The Governor appreciated the Indian Air Force, especially the Eastern Air Command for their commendable humanitarian services rendered during the time of emergencies and in responding to the needs of the people in interior isolated habitats of Arunachal Pradesh.

Citing the good gestures of IAF including lifting of big machines and bitumen to Vijoynagar, a remote eastern edge of the State, Gen Singh said positive contributions of the IAF has raised it’s esteem amongst the people of State.  Assuring his fullest support in removing any bottleneck for early completion of the Advance Landing Grounds (ALG), Governor said, these subsidiary airports will be the vehicle for development and help in enhancing the socio economic condition in the rural areas of the State. Tourism and local economy will get a boost from it.  With the coming up of these infrastructures, it will have positive impacts, such as job avenues for the local youth, better communication and entrepreneurship. Once these facilities are activated, I am sure many private carriers will come in a big way.

Making it clear on land acquisition for runway extension works of the subsidiary airports, Gen Singh said, we must approach the issue with large heart. The Ministry of Defence should have a large heart and provide reasonable compensations.    

Air Vice Marshall Gill, who have been flying in the north eastern region briefed the Governor on progress of works in ALGs of Tawang, Ziro, Aalo, Mechuka, Tuting, Pasighat, Walong and Vijoynagar, Dulang Mukh Air Force Firing Range with a help of power point presentation.

Air Vice Marshall informed that all these ALGs will be functional by 2014. Each of these facilities will have resurfaced and re-laid runway, Air Traffic Control complex, crash bay, messes, boundary walls, guard room and associated infrastructure. The facility at Walong will be made as Heliport. A total area of 240 acres will be acquired in the extension works of the runway in Aalo, Pasighat, Tuting, Ziro and Mechuka, he said while adding that if these Advance Landing Grounds (ALG) were used properly Arunachal Pradesh would have been a different place.

Air Vice Marshall further informed that as an innovative effort of the Indian Air Force to have personnel from north eastern region, it is going to set up an Air Force Selection Board at Guwahati. In addition to that we will be having a fast track selection board coming to Itanagar, where interested candidates will be screened and recommended, he added.

Ering condoles death of Pate Tasuk

PASIGHAT, Aug 30: The East Arunachal Member of Parliament Ninong Ering today condoled the death of Lt. Pate Tasuk who lost his life in Kupwara in Jammu & Kashmir on August 25 last during an encounter with militants.

Ering in his condolence message said that the contribution made by Lt. Tasuk would always be remembered not only by the Arunachalees but also entire nation for his dedicated service and supreme sacrifices.  The MP conveyed his heartfelt condolence to the bereaved family and for the eternal peace of the departed soul.

NGO Yuva Arunachal (YA) paid tribute to martyr lance naik Tasuk, who made the supreme sacrifice in the line of duty in Baramula in J&K, and said Tasuk’s sacrifice would remain immortal.

YA president Chombey Kee called Tasuk a role model for the state’s youth who would continue to inspire generations to come.

 

ANSU for National Bravery Award for Tasuk

ITANAGAR Aug 30: All Nyishi Students’ Union (ANSU) demanded the State Government to recommend the name of Late Pate Tasuk for National Bravery Award.

“We demand the Government of Arunachal Pradesh to recommend his name for national bravery award and any kind of compensation that his family deserves to get for his service to the nation,” said ANSU in a release.

It also demanded the State Government to provide social and economic security to late Tasuk’s family.

We also strongly demand the State Government to provide job to one of Late Tasuk’s family members, especially his wife, immediately so that she could sustain livelihood and continue her children’s education.

He has done his part to save the nation. Now it is turn of Government of India to honour him suitably and appropriately, ANSU said.

He deserves to get prestigious award. If Government of India will exclude him from prestigious award then it would be treated as insult to the people of the North East India, ANSU said.

A gist on Solung festival of Adi community

ITANAGAR, Aug 30: The ‘Solung’ a socio-religious festival is one of the prominent festivals of the ‘Adi’ community of Arunachal Pradesh.

This festival is primarily connected with agricultural activities of the people and is celebrated after the completion of sowing of paddy in their respective Jhum or WRC field.

Earlier, the celebration was held accordingly with the completion of sowing of paddy but as per the changing phenomena of the society, the celebration date has been fixed on September 1 every year.

The ‘Solung’ festival celebration continues for seven or more days in Adi concentrated area like East Siang, Upper Siang, West Siang and some part of Lower Dibang Valley District. But in other towns of the state, Solung is celebrated for one to three days.

On the first day, Mithun and Pigs are sacrificed early in the morning (this is called Ardo-Bado/Dorep longe). On the second day, arrangement for a special feast for children is made in every household called “Agam Babu Gampu”. On the third day female member of every family goes to the field and offer offering to Kine- Nane (the deity of crop and prosperity), on the fifth day small bows and arrows are made and fasten on the doors to resist evil spirits from entering the house.

The Solung celebration basically consist of three parts Limir-Libom, Binnyat and Ekop- Taktor and accordingly the Abang historical and mythical rhapsody is sung by rhapsodist at night hours during Solung Ponung.

On the first night of the celebration (first section) Limir-Libom Abang- the rhapsodist narrates the creation of world including animates and inanimate, on the second part that is Binnyat Abang-the rhapsodist narrates the progress of the race and development of agriculture and how food grain came to exist in the world, the third section Ekop Taktor Abang-the rhapsodist narrates the titanic struggle between the Tanis (man) and Taros (Evil spirits) and his emissaries as well as for the well being of mankind.

The Solung Rhapsodist narrates all these facts and myths of Adis keeping Sedi (the origin of creation) in the central theme.

During the celebration offering are given to Dadi Bote, Dadi Somi, Doying Bote, Kine Nane and Yidum Bote to appease them all for socio economic, peace and prosperity of the community.

Besides the above celebration process, various rituals and social taboos are also observe on the eve of celebration of the festival.

 

Solung cultural prog begins

ITANAGAR, Aug 30: The Itanagar Solung festival cultural programme of Adi community started last evening with much fanfare and excitement amidst huge gathering.

Like last evening, hundreds of excited spectators cheered up the participants who vied each other in the competition this evening also at Solung Mopin Ground, Itanagar.

Besides, Ponung from September 1, the cultural programme is expected to continue till the end of the Solung festival i.e. on September 3. Meanwhile, the Solung Festival Celebration Committee, Itanagar President Bodong Yirang extended his Solung greetings to the people of the state.

 

Orientation training on e-PDS for PR leaders held

KHONSA, Aug 30: The Department of Food & Civil Supplies in association with Tirap district administration organized an orientation training on e-PDS for the PR leaders, FPS dealers and PDS wholesale nominee-cum-carriage contractor at community hall here today.

While addressing the participants as chief guest Tirap DC W. Lowang said that management of PDS is a huge exercise that involves many organizations adding that the consumers, FPS dealers, FPS level vigilance committees, WSN, FCI are of paramount importance for success of PDS.

In his response to the grievances put forth by FPS dealers and PR leaders, the DC assured to address problems wherever possible. He further encouraged the licensees of FPS to run the business by themselves instead of leasing out to the outsiders who have no emotional bonds with the local consumers and look for profit only.

The chief guest exhorted all the participants to extend their fullest cooperation to the Food & Civil Supplies department to make PDS truly consumer-friendly.

Participating in the deliberation, All Tirap FPS Dealers’ Forum (ATFPSDF) president, Wangdi Hakhun appreciated the organizers for conducting the much-needed orientation training on e-PDS. He said that in spite of peculiar problems PDS in the district is being managed better than places like Itanagar, Changlang, Ziro and other places including neighboring districts of Assam.

Hakhun made an ardent appeal to DC and DFCSO through a written memorandum to address the problems of FPS dealers and other PDS related problems on priority.

A number of PR leaders and FPS leaders while appreciating the organizers said that the training was meaningful and has created awareness among all the participants about many things they did not know earlier.

Earlier DFCSO Amit Bengia made a power point presentation on role and responsibilities of PR leaders for success of e-PDS. He threw light on why and what is e PDS, FPS level vigilance committee, procedure for selection of beneficiaries and a host of other topics directly related to e-PDS. He also clarified the doubts and queries raised by PR leaders and FPS dealers.

SDFCSO, N. Songthing explained through a slide show on maintenance of statutory records and timely filing of report returns. The representative of present wsn –cum- carriage contractor of Tirap district in his speech highlighted the problems faced while transporting PDS items to various FPS locations in Tirap district due to non payment of HTS bills.

On the sideline of the training one FPS dealer remarked, “In Tirap district, administrative acumen alone does not serve the purpose. One has to have the skill to deal with other forces about which everybody knows but strangely every body ignores and in the end it is the common consumers who suffer in silence”.

The Tirap model e-PD launched last year has come of age and has brought about a sea change in functioning of PDS in the district. Seeing its success in Tirap, the state government is rolling out this e-PDS to other districts, the work for which has already begun. SSA district mission conducts vision screening test

ITANAGAR, Aug 30: The SSA District Mission,  Papum Pare conducted Eye Vision Screening Test in various schools of Papum Pare District  from August 20 to 28 last in collaboration with R. K. Mission Hospital.

A team of doctors provided free treatment, free spectacles and medicines to large numbers of students of Govt. and private schools during the camps.

The free eye checkup was conducted by the able guidance of Papum Pare DC and DDSE, Papum Pare which was initiated by IE Coordinator Nikong Pertin and District Resource Group Aparna Das Sharma and  S D Barman.

Passing out ceremony of Arunachal’s fire fighters

ITANAGAR, Aug 30:  The Passing out ceremony of a strong contingent of 25 fire fighters of Arunachal Pradesh Fire Service who have undergone a 6 months rigorous training on elementary course in general fire fighting at Gao  was held at Directorate of Fire and Emergency Service, Fire Force Headquarters, St Inez Panaji Goa yesterday. It was a combine training programme with the fire fighters from Gao fire and Emergency Services.

While addressing the trainees, Ashok Menon, Director, Fire and Emergency services, said that  the Government of India is concerned about the very high level deficiencies in the fire and emergency services in the country.  Considering the criticality involved in fire services, the Centre has decided to revamp the fire services in the country, he added.

The Goa fire force training centre has been recognized as one of the Regional Training Centres in the country by the Union Ministry of Home Affairs. Considering the importance of such training centre, the Centre will be releasing funds to procure various search, rescue and fire fighting equipment required in the center. This training centre has been imparting quality training for the last 18 years and a total number of 21000 candidates from different parts of the country have been trained in fire prevention.

The present batch of 40 recruit fire fighters/watch room operators were exposed to various theoretical and practical aspects in fire fighting, rescue techniques, first aid fire prevention and fire protection. The Director advised the trainees to be dedicated and discipline to their service and make use of this training in their place of work.

Pawan Kumar Sain, Special Secretary (Home) was chief guest on the occasion. He insisted that the training acquired by the trainees should be practiced at their work place.

A certificate of overall 1st in the batch was awarded to Nani Komo, best turn-out to Pabitra Saikia and best discipline to Miken Bam and Shashi Bhushan. Ajit K. Kamat, Station fire officer, (training) compered the function and R.A. Haldankar, Asst Divisional Officer, District fire Station Panaji proposed the vote of thanks.

 

Over 1000 benefited from medical camp

ITANAGAR, Aug 30: TAI Welfare Society, conducted medical camps at Pagba, under Sangram Circle and Yangte Village in Kurung Kumey District on 25th and 26th August. A team of Doctors from Arunachal State Hospital (ASH), Naharlagun treated and shared useful knowledge to the rural people for healthy living. In total 1164 patients were treated for various ailments in two free medical camps. At Yangte Camp alone 739 patients from 6 adjoining villages were treated. 64 patients were referred for further treatment, 12 eye patients were advised for surgery and advanced treatment. The team also detected number of patients with PF Malaria. The Medical Team also dispersed useful knowledge to the villagers and appraised the need of healthy environment for preventing the diseases to grow.

 The expenses of the Medical camps were completely borne by the Tai Welfare Society with necessary help from the DHS and ASH, Naharlagun.

The TAI Welfare society extends its heartiest thanks to the Director of Health Services, Dr. D. Raina, CMO I/C ASH, Nlg, team of Doctors Dr. H. Narah MD, Dr. Taba Khanna (Eye Specialist), Dr. T Mize SMO, Sri T. 36 Bn crpf organises civic action prog

ITANAGAR, Aug 30: The 36 Bn CRPF stationed at Khonsa distributed various utility items and sports goods to GBs, various schools and self-help groups under its Civic Action Programme and organized at Community Hall, Deomali yesterday.

While sanitary items such as syntax and malarial prevention kits, FA boxes were distributed among GBs water filter and sports items were distributed among various schools of Deomali area. Sewing machines and computers were also provided for imparting training to local Self Help Groups.

The programme was attended by Administrative Officers, officers of Security Forces, Schools from Deomali, various Women Groups, Public leaders and GBs from 16 villages under Deomali area.

Sh B.C. Sharma, commandant-36 Bn said that the basic aim of this Civic Action Programme is to reach out to the people of the area of their operation Tirap district to forge a better understanding between the civilians and the para military force. He also urged the civil public to help the Security Forces in their endeavor to maintain peace and security in the district so that desired goals and developmental works of the Gov’t are achieved.

He also informed that CRPF will organize trainings on various courses on first-Aid, tailoring, and basic computer knowledge at Deomali under this Programme. Further, he also informed that this Civic Action Programme will also be organised in other remote localities such as Wakka, Longding, Tissa and in Khonsa in the coming days.

 

Socio-economic and caste census in West Kameng

BOMDILA, Aug 30: A meeting in connection with conduct of socio-economic status based and caste census ( SECC.) in the district was held in the office chamber of the West Kameng deputy commissioner yesterday.

Chairing the meeting, Rinchin Tashi, deputy commissioner-cum-principal SECC officer, urged the Block SECC officers to work sincerely so that census could be conducted smoothly and successfully.

He further informed that during 2002 BPL Census, lot of errors were reported because of which genuine BPL families were left out and deprived of their due benefits provided by Govt under different programmes.

Keeping in view the importance of SECC, PRI members of their respective jurisdiction should be involved invariably so as to guide the Enumerators/Supervisors for error free census, he added.

Earlier, D. Riba, Project Director, DRDA, explained the modality for conduct of the census along with brief guidelines.

The BSECC were asked to appoint enumerators and supervisors excluding primary teachers and also make proper plan of the survey in their respective jurisdiction.

Anna’s Victory: A Post Mortem

The passing of a set of three key resolutions by the Parliament was urgently needed as a first aid and it worked; but the ailment requires surgery. This was only one of the many episodes of a serial that is expected to capture the imagination of the nation in future. Hats off to media and they should keep up their vital role. The current episode of anti-corruption movement inspired by Anna Hazare featured the following notable elements:

1. “You commit suicide; if you don’t listen to me, I’ll commit suicide”.

When Anna Hazare knows that majority of the Parliamentarians have entered the Parliament through corrupt means, asking them to root out corruption was like asking them to expel themselves from the Parliament. He was asking them to commit political suicide. No wonder that these political leaders used all means to protect their political future.

2.  “You fast and die if you wish, but we are not going to commit political suicide”.

At one point of time, the Parliamentarians showed assertion to the point of arrogance and indifference to the fasting Anna. They did not seem to care whether Anna lives or dies. In any case, majority of them did not want to throw away their magic ladder to power.

3.   “Live and let live; wish you good health”.

When pressure built up on them with the failing health of Anna and growing public support, the relenting Parliamentarians adopted the principle of live and let live; it showed concern for his health. The aged and fragile Anna became agile and flexible too.

4.  ‘’We don’t care if you live or die. Be assured that we don’t want to die”.

Some leaders continue to hold on to their position and seem to shout the slogan: ‘’Long live corruption; we badly need it for our survival. You have only an anna, we have cores each’’. However, they cannot ignore the fact that Anna is multiplying itself and his copies are growing by the day through democratic cloning.

5. ‘Annaesthesia’ before the Surgery

The stage for surgery got set. Anna has provided the necessary ‘annaesthesia’ for the surgery needed to cure the cancerous disease of corruption. It is now the job of the Parliament to do the surgery without losing time. Timely first aid saved Anna; timely surgery will save the nation. And it is possible in a vibrant, functional and dynamic democracy that India is; more so with Anna’s anti-virus software.

 

Tawang DC holds review meeting with NGOs

ITANAGAR, Aug 30: Tawang DC Kemo Lollen  has urged the  registered Non-Government Organizations which are functioning within and outside the district to strictly follow  the mandatory provision of the Societies Registration Act and function as per bye laws of the Society.

Addressing the review meeting of the NGOs of the district, the DC further advised the NGOs to apprise the district administration about their activities. He also stressed on coordination meeting between the NGOs and administration at regular interval in order to review their activities and schemes taken up by the NGOs with the assistance from Govt for welfare of the people of the district. The meeting was attended by the officers and representatives from NGOs like Pragya, Manjushree, TDYWS, EPS, MBCPS, ATYWS, SVWA, BCPS.

Earlier, the DC conducted a review meeting with all heads of department on the status of implementation of all CSS and state Govt’s programme. DIPRO.  

 

Associations demand posting of adequate teachers in Upper Subansiri

ITANAGAR, Aug 30:  The All Upper Subansiri Diploma Holders in Elementary Education Association, Upper Subansiri district and All Arunachal Pradesh Elementary Education Association (AAPEEdA)  have appealed  the higher authority of education department to post adequate teachers in the district. The Association in a release today claimed that 80 per cent of primary school, I V School and residential school in the district are running with single teachers.  While 15 per cent of the schools are running with two teachers, the remaining 5  per cent of schools remains defunct, it further said. There are 3 to five teachers in 50 per cent of the middle school, five to eight teachers in 30 per cent of the middle school and remaining 20 per cent of the schools are run by two teacher, the association claimed.

Meanwhile, both the associations appealed to the higher authority to follow the RTE and NCTE guidelines and norms  and  recruitment rules while appointing AT and JT under SSA Rajya mission. It appreciated the education department for positive response to its appeal.

 

Candle light procession in support of Anna

ITANAGAR, Aug 30: The newly formed  Basar Area Anti-Corruption Forum (BAACoF) organized a candle light peaceful procession at Basar on August 24 last in support of Anna Hazareji’s crusade against corruption demanding Jan-Lokpal Bill. Over 2000 people from all walk of life irrespective of caste, creed, age, religion and party affiliation, profession joined the rally with great enthusiasm.

Meanwhile, BAACoF while describing Team Anna’s victory as the victory of true democracy, hoped that very soon people could see an effective Lokpal, particularly a strong Lokayukta in our state Arunachal Pradesh which is also deep rooted by corruption.

The Forum promised to uphold the spirit and ideologies of Annaji to make our society free from corruptions in days to come.

The Forum was formed in a meeting on August 23 last  by elites and intellectuals from cross section of Basar Society.

Bird flu

 

The United Nations has warned against the possible resurgence of a mutant Avian flu virus which is resistant to existing vaccines in Vietnam and China. Its risk to humans cannot be predicted yet.

The variant appeared in Vietnam and China and its risk to humans cannot be predicted, veterinary officials said.

Virus circulation in Vietnam threatens Thailand, Malaysia and Cambodia, where eight people have died after becoming infected this year, they warned.

The World Health Organisation says bird flu has killed 331 people since 2003.

It has also killed or provoked the culling of more than 400m domestic poultry worldwide and caused an estimated $20bn (£12.2bn) of economic damage.

Avian flu has in the past two years appeared in poultry or wild birds in countries that had been virus-free for several years: Israel and the Palestinian Territories, Bulgaria, Romania, Nepal and Mongolia are among those recently affected.

The virus had been eliminated from most of the 63 countries infected at its 2006 peak, which saw 4,000 outbreaks across the globe, but remains endemic in Bangladesh, China, Egypt, India, Indonesia and Vietnam.

RTE  generates atmosphere of chaos and confusion

Dear Editor,

Through the columns of your   esteemed daily,  I seek to bring into light the messy situation prevailing in the educational system of the state due to the hazy implementation of the most potent and appreciable RTE Act.  The Arunachal Pradesh Extraordinary Gazette Notification, 8th July 2010 States that the state government has enacted and enforced the Arunachal Pradesh Education Act 2010 (RTE Act) in the state of Arunachal Pradesh.

The RTE Act in our state is implemented in chaos, devoid of apt preparation. The pebble hurled into the pool of the educational system of the state (in the form of RTE) has really perturbed the entire system. It has generated an atmosphere of chaos and confusion in every educational institution thereby weakening the efficacy of the educational process.  Since some of the schools are strictly abiding the laid down norms of the RTE, most of them are totally unaware of it. Also, it is ridiculous to see that most of the schools, teachers and general public are unaware of this act, even the personnel in respective educational headquarters is also not acquainted well.

The introduction of the Arunachal Pradesh Education Act (RTE) in the state is truly worth appreciating. It deserves appreciation from all quarters. However, the prevailing scenario articulates a different dialogue. “Degeneration of all round development of the learner” is the term applicable for the present state of educational scenario. Education should aim at an all-round drawing out of the best in the child and man-body, mind and spirit; Mahatma Gandhi rather focusing only on curricular activities. The introduction of the Act by the government with an ostentatious perspective does not gratify the problems hindering the educational development of the state in general and student in particular. A multitudinous variety of questions crops up relating to the problems evidenced in the educational sector as a result of the RTE Act which has been enforced optimistically.

Why are the authorities concerned not concrete in the implementation of the strategy? Why are they not materializing the Act? If they are sagacious enough to enforce the Act, why are they not complaint enough to see the proper implementation of the same? How can institutes run devoid of government funds or grants? When collection of fee in the schools has been banned, then why are some institutions collecting the same? Who is to bear the overall expenses on stationeries, paper works and allied works? Even, if the same is to be provided later, then when? Should schools aim only for the curricular development? Should these developments of the children be curtailed for want of government funds and grants?

The educational institutes in the state are reeling under a dilemmatic situation and a question lingers in the mind of the head of the institutes and the teachers; that, an all round development of the pupils can be accomplished in such state of affairs? The ultimate sufferers are ‘the poor children’. The poor and innocent children, directly or indirectly are the victims; they fall prey to the ludicrous bargain prevailing within the system. The prevailing state, if is persist, will definitely be an instantaneous source of ‘degeneration of all round development of the learner’.

Therefore, it is high time for the authority concerned to dig into the problems confronted by the schools and the poor school children who are at stake and thereby bring forth a stable solution before it is too late. Lastly, it is also appealed to the organizations of the educators and students to take up the matter with appropriate authority for tangible implementation of RTE in the state so that the true aspiration of the education can be realized.

Seek admission to recognized institutions

Dear Editor,

This is apropos to a news item published in your esteemed daily of 26th August’2011 issue under the caption “APSTSU urges AIT to get affiliated with AICTE”. It is distressing as well as alarming to hear that an Institute which is not either affiliated or approved by All India Council for Technical Education (AICTE) is sustained from the unsuspecting students of our State. As stated in the news item, more than 70% of total students are from our State.

My advice for both the students and parents, in the future, not to believe the sweet advices of either the middle men or Educational Consultants for getting admission in Technical Institutions. In case of any doubt, people should visit the website www.aicte.com and National Board of Accreditation (NBA) website www.nba_aicte.ernet, which is constituted under Clause 10(u) of AICTE Act 1987 and verify the approval / affiliation status of the Technical Institute(s) / College (s). The assurance given by the Director, Assam Institute of Technology (AIT), Guwahati to pursue AICTE matter with the Director of Higher & Technical Education, Govt. of Arunachal Pradesh is a mere lip service.

The Department of Higher & Technical Education’s Act namely Arunachal Pradesh Colleges and Other Institution of Higher Education (Establishment of Regulation) Acts 2010 is very clear about AICTE recognition issues. But many educated parents even some Officers of our State are ignorant about AICTE recognized Diploma & Degree. It is mandatory that to earn a Diploma, one has to attend three years course after Cl-X. Incase of Post Graduation Diploma, it may vary from 15-18 months and for Technical Degree, the minimum prescribed duration is 4 years. There is no any other Institute other than AICTE / NBA for giving approval / recognition of Technical Diploma / Degree in India for seeking Govt. jobs.   

Incase of AICTE recognition, it cannot be retrospective. Recognition / approval of Technical Standard / Institution are always done in prospective dates. Hence, my advice to all the Arunachal students who are studying in AIT, Guwahati is they should seek admission in AICTE recognized / approved Institute as soon as possible; otherwise your premium career would be doomed.

We expect more from Raj Bhawan: AAPSU

Dear Editor,

The All Arunachal Pradesh Students’ Union (AAPSU) while appreciating the clarification given by the Raj Bhawan out rightly rejects its accusation that certain individuals chose to lower the solemnity of the occasion and tried to mislead and misguide by making false and concocted statements for petty personal gains.

The union has not only spoken against His Excellency but blamed the state government for the cold response accorded to late Pate Tasuk.

Being a former Chief of the Indian Army and the first citizen of the State, the people particularly look upon to him in times of such tragedy more so when the unfortunate incident involves a Army personnel, the union felt that personal presence of His Excellency or for that matter State Chief Minister on the arrival of the mortal remains at helipad would have gone a long way in assuaging the pain of the late Tasuk’s near and dear ones. Their gesture of love and affection other than the compensatory announcement would have given out a positive message to boost the morale of the youths in the state to join army for serving owns motherland. Our interpretation of the factual position of the unfortunate incident thus differs from the duty of his Excellency which he is obliged to do as per his oath to constitution of the country.

If the Raj Bhawan speaks of factual position then it is well known to entire people of the state that in the recent past His Excellency miserably failed to gauge the real factual position during the disappearance of Former Chief Minister Late Dorjee Khandu. We would be happy if the first citizen of the state used his authority to advise the elected representative of state and apprise center about the factual position state is reeling under despite promise of big development by subsequent state government. For instance there is still no road to a whole constituency (Tali,Kurung Kumey District), A district remain cut off from the whole country for three to four months (Upper Dibang Valley),law & order problem of two district where a parallel government is run by forces from outside the state etc etc.

“Soldiers General & Peoples Governor” should also be more determine in dealing with Chinese stapled visa issue so that our boys have equal opportunity to excel in their chosen field of expertise anywhere in the world be it in China. Lastly His Excellencies personal visit to the family members of Pate Tasuk will be a welcome step.

Rejoinder and clarification

Dear Editor,

The news under the caption “APSTSU urges AIT to get affiliated with AICTE” published in your esteemed daily dated 25th August has come to our notice.

We are surprised by going through the news of de-recognition as the degree and diploma course offered by the University /institution are recognized by ministry of HRD, UGC and DEC, syllabus is also approved by AICTE.

A few days back a team of APSTSU and AASU visited our office and had  discussion regarding this matter and all relevant documents were handed over to them. However, the matter published in the newspaper has been posted to the concerning university/institution for their information and necessary action.

Therefore, we would like to inform that AIT is a genuine institution and the students studying in this institution are not liable to be suffered from any directions in their studies.
